What are CEMPs, LEMPs and HMMPs?
Construction Environmental Management Plans (CEMPs), Landscape and Ecological Management Plans (LEMPs) and Habitat/Biodiversity Management and Monitoring Plans (H/B MMPs) are all variations on the same theme. They ensure that the environment and biodiversity is protected and enhanced before, during and after construction projects.
CEMPs are often required by local planning authorities and can be a condition upon obtaining planning permission. They describe in detail how environmental impacts such as noise, dust, water pollution, and waste management are going to be controlled to protect on and/or off-site habitats and wildlife with potential to be impacted by the proposals.
LEMPs are biodiversity and ecology-specific and outline how the landscape and ecology, particularly during and after development will be managed and maintained. It details strategies for planting, protecting, and enhancing biodiversity, and again is often required by local planning authorities. LEMPs ensure that ecological features are integrated into development plans and that a long-term management program is in place.
HMMPs are specifically designed to address and detail how Biodiversity Net Gain (BNG) will be achieved. An HMMP is a detailed plan outlining how the land will be managed in the long-term including habitat creation, enhancement, monitoring, and reporting. A legal agreement (s106) is required for off-site or on-site gains to ensure they are secured for at least 30 years.
